From Quarterhorse Track to Casino Resort

The property’s story starts in 1976, when a quarterhorse track called Tioga Park opened on this same stretch of land. It lasted three seasons before financial losses shut it down. For years afterward, the site sat mostly dormant — the occasional flea market, a few private races, not much else.

Then Jeff Gural showed up. A New York real estate executive, horse owner, and racing devotee, Gural had been lobbying Albany for years to approve Video Lottery Terminals at racetracks. When the state finally said yes in 2005, Gural and Nevada Gold and Casinos purchased the old Tioga Park site for $32 million. On June 9, 2006, Tioga Downs reopened with harness racing, simulcast betting, and over 800 VLTs.

The next decade brought steady expansion. In October 2015, the state gaming board granted Tioga Downs a full casino license. By December 2016, the expanded gaming floor was open — over 890 slot machines, 28 table games, and a World Series of Poker-sanctioned poker room. A 160-room hotel followed in 2017, transforming the property from a day-trip racetrack into a proper overnight resort.

From Ithaca, head south on Route 96B to Route 17 — roughly 45 minutes. From Elmira, it’s a straight 20-minute shot east on 17. Parking is free and plentiful across the resort’s sprawling lots.

For dining, you don’t even need to leave the property. P.J. Clarke’s is the resort’s sit-down restaurant, offering steaks, fresh dishes, and a proper bar. The County Fair Buffet handles lunch and dinner spreads. Coasters Sports Bar serves burgers, wings, and sandwiches if you want something quick between the casino floor and the concert hall.
